What MEMIR is.
MEMIR is the OPITO standard for initial training in the management of major emergencies. It exists for a simple reason: when a major incident develops, someone has to take charge of it, and the quality of that first response depends on command, control and communication under stress.
The programme trains personnel who are designated to lead an emergency management team, who serve within one, or who provide support to one. It also provides the initial emergency management training for personnel progressing toward an emergency response manager role. Most of the programme is spent doing the job rather than hearing about it: roughly two thirds of the guided learning hours are committed to running emergency scenarios and debriefing them.
Who this is for.
MEMIR is for personnel who are designated as being in charge of, are members of, or provide support to an emergency management team in an emergency. There are no prerequisites, so it suits both experienced personnel formalising their emergency management training and those entering an emergency management role for the first time. Practical exercises can be demanding, so learners complete a medical screening declaration before participating.
What you will train to do.
- Prepare for, respond to and maintain control of an emergency as it develops or escalates.
- Manage communications, emergency information and predetermined plans from the moment the alarm is raised to the point the emergency manager is assured the emergency is over.
- Understand how stress affects individual and team performance during emergencies.
- Take the emergency manager role in a minimum of two different emergency scenario types, with structured feedback from the instructional team.
How online MEMIR works
Poseidon offers an online delivery option for MEMIR, so eligible learners can complete the programme remotely rather than travelling to Thailand.
Poseidon offers MEMIR through online delivery in accordance with the requirements of OPITO Product 7228. The programme comprises 26 guided learning hours delivered over consecutive days. Each learner must role-play as the Emergency Manager in a minimum of two different emergency scenario simulations. A post-exercise debrief is held, with feedback provided on individual and team performance. Remote participation requires suitable hardware and software, reliable connectivity, appropriate communication facilities and an appropriate professional environment meeting the Product requirements. Following completion of the programme, the learner receives an OPITO-approved Major Emergency Management Initial Response certificate and a performance appraisal.

Attending in Thailand
Classroom delivery takes place at the Poseidon Training Centre in Chonburi, where theory sessions and scenario exercises run face-to-face across consecutive days. Practical details for travelling delegates, including location and access, are on the training centre page.
Scenario practice is the point.
The majority of MEMIR is built around emergency scenario practice. Learners use the Poseidon Simulator to work through developing emergency situations, receiving information and communications as events unfold and taking the Emergency Manager role in the required scenarios. Performance is appraised during the exercises, followed by structured debrief and feedback.
