COWPA REFRESHER: CONTROL OF WORK REFRESHER TRAINING FOR PERFORMING AUTHORITIES
OPITO 9232. Refresher training for performing authorities who already hold a Control of Work certificate or verifiable PA experience.
Overview.
Control of Work Refresher Training is designed to meet the refresher training and evaluation requirements for a performing authority.
The product refreshes and updates the knowledge, understanding and skill elements of the performing authority role. The programme refreshes and reinforces the responsibilities that apply to the PA role, effective hazard and risk assessment methods and techniques, effective control of the worksite and communication with work parties, and the typical permit-to-work stages and processes that apply to control of work.
The refresher covers the same four units as the initial training, in half the classroom time. OPITO's position is that refresher training reinforces performing authority principles and practices the learner already holds, so it does not need the same time for explanation as initial training.
Who it is for.
The product is designed to meet the refresher training and evaluation requirements for a performing authority.
Learners must hold a valid OPITO-approved certificate for Control of Work Training for Performing Authorities, initial or refresher, or provide verifiable evidence of their performing authority experience.
What the training covers.
- OIS-110 Control of Work. The legal duties and legislation governing control of work, the responsibilities of the performing authority, and the principles and practice of permit-to-work systems, including the typical roles and functions within them.
- OIS-111 Task Risk Assessment. Identifying and grouping workplace hazards and their consequences, the principles and practice of risk assessment, common industry risks, and recording and reviewing risk assessments. The learner prepares a risk assessment: evaluating the hazards, preparing the assessment, and deciding the controls that eliminate or lower the risk.
- OIS-112 Controlling Work Activities. Planning and preparing for work, verifying isolation integrity, work party briefings and toolbox talks, identifying new hazards and dynamic risk assessment, and supervision across multiple worksites.
- OIS-113 Handovers, Work Suspension and Work Completion. Effective handover practices, leaving the worksite safe on completion or suspension, permit suspension and completion, and applying lessons learned to future work.
How it is assessed.
Learners are assessed against the outcomes specified, in accordance with the assessment guidance detailed in each unit. Records of assessment referencing all outcomes are securely maintained.
