COWPA: Control of Work for Performing Authorities
The industry-wide OPITO standard for personnel in charge of work parties at the worksite: responsibilities, risk, and the safe control of work from start to handover.
What COWPA is.
COWPA gives Performing Authorities, and those preparing to become one, a minimum, generic, industry-wide grounding in the role. If you hold the permit and you are in charge of the work party, the responsibility for controlling that work safely sits with you. This standard exists so that responsibility rests on consistent training rather than local habit.
Who it is for.
Personnel who intend to act, or are already acting, as a Performing Authority in the workplace. There are no entry requirements.
What you will train to do.
- Understand your legal responsibilities as the person in charge of work parties at the worksite.
- Recognise and assess worksite hazards and their risks, and control, reduce or eliminate them through formal risk assessment and safe systems of work.
- Monitor and control the work, and respond appropriately when conditions or the work plan change.
- Manage work safely through effective communication and handovers at each stage of the job.
Where delivery happens.
Delivered at the Poseidon Training Centre in Na Jomtien, Thailand, instructor-led online, or on location.
Practical by design.
Poseidon combines the control-of-work learning with industry examples and documentation including permits, isolation certificates, toolbox-talk and handover records, and case studies. The practical element focuses on preparing a risk assessment from a generic industry-related example: learners identify hazards, prepare the risk assessment and decide on controls to eliminate or reduce the risk. For online delivery, an equivalent virtual risk-assessment exercise is completed.
